WMRH Talk Radio vs Political Action was created by Ankha
Meth A (1 pool left) with a WMRH Talk Radio attempts to block, uses the WMRH but fails to block.
Am I right to assume that Meth A is ousted when the action resolves = the referendum of the political action is conducted, and therefore can't be chosen in the terms of the referendum?

Name: WMRH Talk Radio
Cardtype: Master
Cost: 1 pool
Master: unique location.
Tap to give any minion +1 intercept for the current action. If that minion doesn't successfully block the action, burn 1 pool after the action resolves.

6.2.3. Resolve the Action
If the action is successful (all block attempts were unsuccessful), then the cost of the action is paid and the effects of the successful action take place.

6.1.7. Political Action
If the action is successful, pay its cost, and then the terms of the referendum are chosen and votes and ballots are cast and tallied to see if the referendum passes or fails (see Politics, sec. 6.3).

Why do you think so? It is written "after", and the referendum is part of the resolution of the action.

From what I read in section 6.2.3, the action has been resolved in order to proceed to the conduct of the referendum.
In other words: the referendum is conducted because the action has resolved.
Or: resolving the political action "creates" the referendum.

IMHO the WMRH effect is only applied after the political actions effects.

So, the WMRH can still be choosen to be a target of a Recless agitation, banishment, etc, etc.

For instance: There are only 3 players left and my Baron calls a recless agitation.

My prey (only 1 pool) attempts to block with WMRH and fails. I set the terms to make my prey to loose 1 pool and the other Methuselah to loose 5.

The vote passes (no delaying or something else). The referendum is successful, and no other cards are played.

My prey looses one pool and is ousted, the other player looses 5 pool.

End of the Political action. WMRH should trigger at this point... but the player is gone.
