Dragos and Eldritch Glimmer

I couldn't find anything with a search, so I thought I would pose this question here.

Eldritch Glimmer (1 Blood Cost)

tha - Strike: 2R damage, and this vampire can burn X blood to get +X (ranged) damage. Not usable on the first round of combat.
THA - As above, but for 4R + X ranged damage

Dragos

Dragos does not have to burn blood to pay the cost of combat cards he plays.

I just want to confirm whether or not Dragos would need to pay to Burn X Blood for the additional damage.

I suspect that the card cost (1 blood) would be free, but he would need to burn blood to activate the additional damage.

The cost is not X — so he would have to burn the blood.

The only combat card costing X matching his disciplines is: Summon Spirit Beast

But a fortitude discipline card on him with Hidden Strength is kinda funny — Pascal would the cost be 0 to prevent X+1?
