You only have to make him infernal for that. Make dragos go anarch, play a card to make him red list, play Infamous insurgent, play a striga master, and then you can striga for 100.000.000 strike !

"Burn blood" is not a cost but an effect, on these cards (Eldricht Glimmer, Chiroptean Marauder, ...), so Dragos can't skip it.

Dragos can play Hidden Strength for 10 without burning any blood - as long as Hidden Strength is playable (== as long as there is at least 1 damage to prevent).
