Correct answers from Ohlman, TorranceCircle and AaronC.
The Summoning doesn't employ retainers, but it won't allow Gideon Fontaine (PRE) to recruit an ally such as Warghoul (requires a Tzimisce vampire) or Underbridge Stray (requires Animalism).

The Summoning allows you to recruit an additional copy of any retainer you've already recruited this turn (or you are going to recruit later) because the action "The Summoning" is different from the action "Raven Spy" for instance.

Retainers aren't recruited.
The Summoning doesn't employ retainers. It puts retainers into hand.
It can put the same ally into play at superior that was recruited normally.
