Can a vampire stack multiple Spying Missions versus the same Methuselah?

Yes, when you play second Spying Mission, that bleed becomes unsuccessful so the first one don't trigger to +2 bleed. When you bleed successfully next time, you burn all Spying Missions that minion has against that methuselah and each one adds +2 bleed.

you can not play two action modifiers of the same name on action.(1.6.3)

Burning two Spying Missions already in play does not violate the prohibition again playing two of the same action modifiers during an action.

which is to say that one cannot put two spying missions into play on the same action.

Sorry, I should have been clear that this is not the same action, which obviously cannot be done, but separate actions against the same Methuselah.
