It does limit the amount of blood a vampire can get (from hunting).
Nothing prevents a vampire hunting even if at full capacity; it just doesn't gain any more blood.
Say, an Una deck could just cycle however many Freak Drives with hunting at full an untapping.

Capacity doesn't limit the number of times a vamp can hunt.Is there a limit to how many times a vamp can hunt (other than capacity)?

Corner case nitpick: the vampire does gain the blood, but it immediately drains off. This is important for cards like Slake the Thirst (superior), which you can use to pass the full amount gained to another vampire, even if some drains off. e.g. you have a vampire who is one under capacity who gains 5 blood from an action, so he gains 5 (and four drain off). But Slake the Thirst sees you as gaining 5 blood, so can give 5 blood to another dude. This is not altogether shabby. [LSJ 20100206]
Also, since the vampire loses blood, it makes withdrawal attempts fail. Ditto, it causes Return to Innocence's "loses blood" text to go off. (Mostly irrelevant, what with RtI being banned in sanctioned tournaments and all.)
