The block combat is ordinarily (part of) the resolution of a failed action, yes. But, for example, a blocked leave torpor action doesn't have such a combat.

I am just trying to get confirmation on what resolves an action. I believe success, fizzled, blocked, failed and ended all resolve an action. All that is left is cancel the action.

When an action is blocked, the combat generated by the block is the resolution of the action.
All actions resolve, except those that are canceled.
My point ultimately is that Faceless Night taps all failed blockers before the combat of a successful block, which I was not aware of.
