If a Pander becomes Archbishop, he is titled (with 2 votes) and doesn't benefit from the LoP.

How does it interact with a Crusade, then?
Since it does not add votes to the vampire, just grants one, a crusaded Pander gets 2 votes from the crusade and not 3?
