You are missing the "other" part (otherwise the Descent into Darkness card itself would be out of play).And to make it shorter, I would delete the part of "and any other cards and counters on them". Cards and counters on a card out of play are implicitly out of play. So this line is almost redundant.
"this card remains in play" is enough to override the general rule.
It just my opinion.
Name: Descent into Darkness
[Gehenna:C, POD:DTC]
Cardtype: Action
Cost: 1 blood
Discipline: Obtenebration
+1 stealth action.
[obt] Put this card on this vampire, then put this vampireand any other cards and counters on themout of play (breaking any temporary control effects; this card remains in play). During your influence phase, this vampire can gain 2 blood, and you can choose to burn this card to return the vampire to play (in the same region as they were before), locked.
[OBT] As above, but the vampire is unlocked as they return to play.

Not looking to argue, but I feel that the line "this card remains in play" is enough to keep Descent in play, although the vampire is out of play. Making the other line unnecessary. That is what I was meaning. I think that shorter text in cards are better for the game.

So in this case the vamp can be out of play for the rest of the game, but IF Player A for some reason decide to take it back it goes back Player B?

Player A plays mind rape on minion X of player B
Player B plays his turn normally. Minion X remains locked
player A burns mind rape and get minion X unlocked
Player A plays Descent into darkness with minion X
Minion X returns to player B
Old text says that DiD is put on the minion. So when minion returns to player B, he controls DiD and can choose to burn it to return minion X to play.
New text puts DiD on play. So when Minion X returns to player B DiD is still controlled by player A and he can choose not to burn DiD forever so minion X is permanently out of play
I hope this clear it.
