As the action is announced window question

What effects can be used in the "as the action is announced" window, besides the ones that are only usable in that window (Like seduction and the sleeping mind).

For instance, if my vampire is announcing a bleed action, can I use the "as the action is announced" window to cycle a Conditioning in order to try to draw a seduction? And how about cycling combat cards via Haqim Law: Retribution? Could I discard the combat cards and still be able to use Seduction or the Sleeping Mind if I draw them?
