I am fairly certain the answer is yes to both cases, assuming the Yoruba shrine controller controls a ready Banu Haqim that would be affected by the successful referendum.

It is chosen explicitly. "Lock all Banu Haqim". The condition is either true or false, which is evident at the time the political action is taken. So when the action is taken, it is clear whether or not it chooses and targets Banu Haqim. If the condition is true, then Yoruba Shrine could be used in my opinion.

Similar wording was ruled to be a d-action in the case of condemn the sins of the father. If a clan is chosen. then all members of the clan are chosen, and it is a d-action against all players who control any Banu Haqim simultaneously.

Although PS:I is not a directed action, Yoruba shrines wording extends the same effect to political referendums, and since the wording is the same, I dont see how it could not count as chosen. The condition does not change anything.

I am only expecting consistency with your previous rulings on similar cards.
