In order to play Second Tradition, you have to pay its cost before replacing.
CORRECTION:
1. Announce Second Tradition terms and effects, and play the card. You must be able to pay its cost (including additional costs such as burning the top card of your library since the card makes the vampire attempt to block).
2. Other Methuselahs can cancel the card.
3. Replace the card
4. Pay its cost (including additional costs such as burning the top card of your library) and resolve its effect.

Just to clarify, is this the order of effects happening with Parijat in play and Second Tradition (used for unlock) played during zombie/wraith action ?
- 'as played' for Second Tradition (next steps are assuming no cancels)
- burn top card of the library
- replace Second Tradition
- pay 1 blood the Second Tradition and resolve second tradition (unlock and start the block attempt with +2 intercept) at the same time
So play Second Tradition and burn the top card as part of the cost "to attempt to block", then replace.
If your library is empty, you cannot play Second Tradition.
