Does Dabbler trigger on an ended action?

The wording on Dabbler indicates that there is no time limitation.
You can do it in the Influence or Discard phase.

You need to read further into the sentence.

"Once each turn, after an action (successful or not) is resolved during which this vampire used 3 or more Disciplines to play cards..."

The "turn" is the time limit: the whole turn, untap, master, minion, influence, discard phases.
Including your opponent's turn.(Madness Network, Enkil Cog,...)
