It is fee dodging, and it's also technically not allowed under eBay policies. eBay makes it pretty easy to report the seller for this, so if you see something like this and think it's clearly outrageous, go ahead and report it.

Soon it will not matter - eBay is changing their fee structure this summer so that sellers pay them a percentage of the total of price plus shipping.

Prunesquallor could you provide a link or more details about the changing structure.

Basically eBay is finally addressing the fee-dodging, and also trying to get as many sellers as possible to shift to "free" domestic shipping. I say "free" in quotes because any sellers that make the shift will also charge higher prices.
