Cog, I'd say.
It's certainly the better card of the two, but that is somewhat offset by the fact that you'd need only a token few (most people own 1 or 2, some 3 or 4 at most) in your collection to be able to use them while with Summon History you'll need 6-8 copies.

I'd say much wider variety of decks benefits from Cog than from Summon History.
