I was inspired by Fred Scott's Brujah Debate deck to make my own. See below:

Vote them out, perhaps swarm bleed, but voting.

How do you intend to keep from being ousted?
Bloat with Con Boon; rush annoying vamps; politics will help with votes too.

What do you want your ready region to look like (ie, how many guys are you planning on getting out)?
4-5 Brujah's, each with a title.

What do you want your average turn to look like?
Vote, bleed, then vote again. If blocked, beat them up with the Brujah Debates

What's your metagame like? How do your opponents play?
Quite a bit of combat, as well as dom blled.

What problems have you observed with the deck in play?
None, never played

16 masters and 3 trifles? isn't that too many for 63 cards?

I do not think that 16 masters are too much for 26 carded actions, however perhaps the number of actions is too high? Recall, that debating brujah do not play them, hence you actually have -1 minion. How many is realistic to have if you are the bleed sink?

That looks a lot like my one, but mine had less combat and Anathemas/Archons.
I'd be tempted to add in some Wash or DI or SRs... and more 2nd Trads.

Agreed: replace the Villeins with 2nd Traditions and then add in two more. That blood will be better used defending your pool than adding directly to it.

I do have 1 DI and 1 Wash...
