Maybe a small event module too? Restricted Vitae and Hunger Moon should help you a lot and Gabrielle's special can help you replace Restricted Vitae faster.

Well, I am under the belief that the deck don't try to lock down permanently a player, but to burn enough blood to have a windows tollunge. Dorrinal seem to say that the lunge ability is so-so ; Govern or +bleed permanent seem to be better than additional damage vote because for a lunge the deck can make parity + bleed, but not Parity + KRC.

It is not so much to lock a player down but rather to prevent your crosstable "buddies" from bloating. Once they know what you are playing, they will do their best to refill before having to face you. An event that affects the whole table can prevent that without looking like you are going crosstable.

This is a Parity Shift deck, if your cross table starts trying to build up blood, they'll probably also try gain a good pool buffer (especially if you have a copy or two of Pulse of the Canaille staring them in the face). Plus, it allows your cross-table to do a little more work on the next guy which will potentially help you out.
