Rules update suggestion: Pre-Range into Preparation Step

For once I agree with @TwoRazorReign. Not to the point, but in general.
That is basically the reason why I suggested rewording that part of the game, and suggested Preparation instead of something 'commonly agreed upon' pre-range. I'm more of an editor than game designer as well, and do keep the reader in mind more often than not. Of course we should be consistent with the rulebook as well, but if a reader can figure out what's going on within a piece of text with as little cross referencing as possible, then we're doing something right.
How to accomplish this is of course of the issue here. It will divide people into camps, for sure, which is only natural, and neither option (retain original, or deviate) is 'worse' per se.
Ultimately it's the rules team's decision.
My argument here is that just defining stuff in the rule book is not sufficient, but changes have to made to the card templating as well for better accessibility. People will rarely cross reference with the rule book anyways when starting, nor should they.
It's a minor tweak that might have major impact.

My group also had a long discussion about how setting range (eg selective silence) affects 'before range is determined' cards.
(if the range has been 'set' to close, ie determined, sure, you cant maneuver, but, why can you play 'before range is determined' cards when the range has been set?)
