No, as LSJ states, you can allocate 5 pool (where X = 5) against a Methuselah with less than 5 pool. There are then insufficient counters to go round during resolution of the successful referendum.
This is potentially important when a person's pool level can go up and down after terms are set. For example, me (the target) losing pool (Business Pressure) won't cause the referendum to fizzle. Me gaining pool (say, from Bribes) can be yoinked because you allocated the whole 5 points.
(Normally, I'm unlikely to help you by voting in favour, triggering Bribes, of course, but there are various silly ways of achieving it.)
Same with Parity Shift.
Again, from the same ruling, LSJ 20070525:
Target has 4. Parity Shift hits for 5. Target on -1, so Life Boon has to be for 2 to pump the target back up to 1.

I think that ruling might only apply to Parity Shift, because it is not causing a pool burn but specifically targeting "X of his or her pool" so it can not affect negative pool. for the same reason, parity shifting someone who has 2 pool means you can only allocate 2 pool to yourself.

has only 4 pool?" (rather than "can B be targeted?").
The answer is yes, just as you can bleed B for 5 of her pool.
The extra point is lost. The acting Methuselah decides who comes up short.

but you can use Reckless Agitation to burn 5 pool from someone who has 2, and if someone wants to play Life Boon they must still cover the -3 deficit.
Same with Parity Shift.
