You've got to be very careful on the 'How to read' part as LSJ had a very specific way of wording things which don't necessarily make intuitive sense (Anarch Convert being one of them, Outside the Hourglass on a separate topic another). Even native English speakers struggle with them let alone a game which has more non-native English speakers than English as first language speakers.

I do get your point in that any set of rules should be a broad brush how to guide. I do however think a bit more love on the judge guide is needed (as it's a guide essentially a FAQ) and with items missing (in my mind anyway) from the rulebook (flight etc)
