Why celerity is such a bad discipline ?

It "works" solely in cel gun combat. Most regular celerity cards are worse than anarch inferior celerity versions.

Also, if cel guns are preventing better celerity, can we just allow 1 or less cost equipment on concealed weapon?

Well, Quietus isn't top tier discipline, but it offer something outside combat (wake, bleed action, block fail, tap utility card). What does celerity offer ?

Pretty much nothing. Especially at inferior!

While it's true that quietus is one of the worst disciplines (well, now it's considerably better than it was before, it's something i guess), it's problem are solely Assamite related, while celerity affect:
-Assamite
-Brujah/!Brujah
-Toreador/!Toreador
-City Gangrel
-Osebo
-Ishtarri
A whole lot of high capacity vampires.

That's why i asked, what is preventing design team from boosting the discipline as a whole ? Cel-guns? Isn't that mainly because "guns" part (and actionless, disciplineless way to get permanent 2R with maneuver EACH combat)?

What more do you want to see Celerity do? I say more conditional +intercept and multiacting.

Also, if whoever is designing new cards wants to be brave, they could try to give us interesting Celerity actions (think Precision, Cat Burglary, and Cairo Int'l Airport.)
