IMO the tournament organizer just can't just pick and choose which parts of the tournament rules they want to use. So in this case the tournament would either need to be changed to Limited or Unsanctioned OR the players need to be informed that also the tournament rule 1.6. will be retroactively imposed.
 

Reserving the right to do something and invoking that right are different.

0) For any tournament participants expect their decklists will not be shared with any competititors, directly or indirectly. So it make sense to limit access to decklists to reasonable minimum of staff involved.
1) Promises were given, whether wording were intentional that strong (like "we will not share decklists") or more permissive ("we will not share decklists of participating players after the tournament") is more appropriate, I respect Phoenix to keep it, even though formal IP rules let Paradox (or nominated organizers) share the decks (I'm pretty sure Lackey owner have all rights to share you deck during game, so what?).
2) Considering multi-rounds, I'm pretty sure every deck was revealed more than enough not to be SECRET, so in the future we may consider deck pre-submit wording like "decks are revealed by-default after the tournament".
3) Thanks for great tournament to all involved into play and organisation!
4.20) Dog ate the decklists anyway.

Awfully quiet from The Powers That Be so I'd be interested to know what is BCP stance on this. Hugh? Henrik? And most importantly Vincent?

Letting customized rules be used for Standard Constructed sets a bad example IMO.

I do not understand what would lead one to this conclusion.  From the tournament rules:

1.6. Publishing Event Information

White Wolf, Inc. reserves the right to publish event information such as the contents of any player's deck as well as transcripts or video reproductions of any sanctioned tournament. The tournament organizer is also permitted to publish event information.


As others have said, RESERVING and EXERCISING rights are two radically different things. There's also no distinction made between Standard Constructed and Limited in section 1.6, both are sanctioned tournament formats.

Further, the rules also state: 

6.3. Constructed Deck Registration

The head judge or tournament organizer may require players to register their decks upon arrival at a tournament.


Please note that is "may require," not "shall require."  This makes it even more difficult to support any position that universally mandates submitting (or publishing) decklists for Standard Constructed events.
