Card idea: Montano (Lasombra Inner Circle member)

But we are also discussing group 6. Montano might be from group 6.

Agree, there is some space for camarilla lasombra in g6, even Montano, however, suggested vampire is from group 5.

Camarilla: Montano has 4 votes (titled). Cards that require Obtenebration cost him 1 less blood to play. Montano can enter combat with any Assamite, Lasombra or anarch controlled by another Methuselah as an action. +1 bleed. +1 stealth.

This way he has the voting power of an Inner Circle member, but not the ability to play cards requiring them.
He is a master of Obtenebration, so it makes sense for the lowered cost of cards.
He can enter combat with the vampires that betrayed/revolted against him.

Well, at best I would give him the reverse ability, I.E. no or maximum two votes and the ability to play card like a justicar.

Nobody right on his mind in the Inner Circle want to give an even small amount of official power to someone like him. Peoples like Haarderstadt try to block him at each and every turn. Regardless of its feeling, he's way too dangerous for the power of the "real" inner circle for them to let him be a political force. Hey, it's already speaking volumes that they don't have him assassinated already !
