Hum... that +2 bleed must have the card text that says that no more Bleed AM could be played in that action....

Any card that works both as a vote-provider and as anything else, regardless of a cost, if it requires a single discipline, is very likely to be too strong. Perfect Paragon is a very strong and often used card and its superior version is not that useful, but it is cyclable and therefore good. Your cards that add bleed are imho way too strong.

Why not just simplify it and create a card that does this:I totally think there is a place for a combo card that utilizes +votes as a reaction.

Also, there is already Iron Glare, which is extremely strong already ; only the discipline requirement prevent it from being overpowered.

Damn it... Attention to details.
I think most people looking at it would assume that it should have the text "You cannot play another action modifier to increase this bleed amount."
You would think that they would have made it a rule that no more than one bleed modifier can be played, with the very few exceptions having text saying "you may play another action modifier to increase the bleed."
Independent Futurist. Contrarian (titled, X votes where X is the number of votes as the acting minion.) Target Vitals is always the better combat card.
