Requires an untitled Sabbat vampire capacity 7 or more.
Choose and tap X vampires. Deal X damage to a vampire controlled by your prey or predator. If the chosen vampire goes to torpor, this vampire gains the torpored minion's title. If the torpor minion was a Justicar this minion becomes a Priscus. If the torpor minion was an Inner Circle this minion becomes a Cardinal.
Justicar is a lot better than priscus... If you have other priscus on the table the vote is gone, not the same thing with justicar.

Forced Recruitment
Political Card - Worth 1 Vote. Called by any archbishop, priscus or cardinal at +1 stealth.
If this referendum is successful move the next card from your crypt to uncontrolled region and put a blood from the blood bank in every minion on the uncontrolled region.

Death before dishonor
Political Card - Worth 1 Vote. Called by any cardinal at +1 stealth.
If this referendum is successful put this card in play. If a sabbat vampire should go to torpor in combat he can choose to be burned instead to give x aggravated damage to the other minion, were x is half the capacity of the vampire round up. Damage not preventable.
Any vampire can call a referendum to burn this card as a +1 stealth political action.

Legal seizure
Political Card - Worth 1 Vote. Called by any sabbat vampire at +1 stealth.
If this referendum is successful choose any equipments in play and you can equip your minions with them paying half the original cost (round down).

Fortified blood
Political Card - Worth 1 Vote. Called by any archbishop, priscus or cardinal at +1 stealth.
If this referendum is successful put this card in play. During your minion phase you can untap any sabbat vampire once, paying 1 pool each time you do so.
Any vampire can call a referendum to burn this card as a +1 stealth political action.

Master Breeder
Political Card - Worth 1 Vote. Called by any sabbat vampire with a capacity above 7 at +1 stealth action.
If this referendum is successful put this card in this vampire. The vampire with this card can take an +1 Stealth action to move 3 blood from the blood bank to an uncontrolled minion.

The Scavenger
Political Card - Worth 1 Vote. Called by any archbishop, priscus or cardinal at +1 stealth.
If this referendum is successful choose a sabbat vampire you control and put this card on him. The vampire with this card can tap during your master phase to move 2 cards from the ash heap to your library. Shuffle afterwards.

This acting vampire gains x votes or x bleed where x is his strength. No more modifiers to increase the bleed can be played after this one.
Confiscation was already discussed on the other thread and for me, the version of steal 2 give 2 is the more balanced.

Justicar is a lot better than priscus... If you have other priscus on the table the vote is gone, not the same thing with justicar.
That is a common misconception.
1 Priscus: 3 votes. 1 Justicar: 3 votes.
2 opposing Priscii: 0 votes. 2 opposing Justicars: 3 votes for 3 votes against, total: 0 votes.
3 Priscii, 2 for, 1 against: 3 votes for. 3 Justicars, 2 for, 1 against: 6 votes votes for, 3 votes against, total: 3 votes for.
The Priscii block must pass by 2 or more ballots to see a difference with an individual 3 votes. That is both unlikely and not critical: if another player is voting with you then your vote is probably already passing anyway.

That first one should require just a titled sabbat vampire. There is no reason why Regents can't use it.
nitpick : they can. Regent count as cardinal to play cards.
Nitpick: not anymore. Regent was changed for third edition and all older cardinal cards were errated to include regent in requirements.

The regent still counts as a cardinal according to the rulebook
The regent counts as cardinal by cards and other effects, but has an additional vote as well.

If the torpor minion was a Justicar this minion becomes a Priscus. If the torpor minion was an Inner Circle this minion becomes a Cardinal.
This should get around the issue without causing too many other issues about sects and the like.

If the chosen vampire goes to torpor they lose their title and this vampire gains additional votes equal to the votes of the title lost by the vampire in torpor; the acting vampire is now titled.
