While this card is in play, any sabbat vampire may take a (d) action to burn a location. Any vampire may call a referendum to burn this card, non-sabbat titles are worth 1 less during the referendum.

More interesting with a card that deals damage to minions IMO.
Use free states rant as a blueprint and create something from that.
That would make it more vioent, more sabbat and support other strategies instead of mimicing Parity Shift.

Overkill is highly underrated. You know, like in computor games and such.

Political Action

Requires Archbishop, Priscus or Cardinal
Move X cards from your ashheap to your ready region to represent non-unique 1-capacity clanless vampires named Shovelhead. They all gain one level of the same discipline this acting vampire has at Superior. When a Shovelhead has completed an action, remove it from the game. Your unique vampires cannot take actions until there are no Shovelheads in your ready region.

+1 stealth.
Requires an untitled Sabbat vampire capacity 7 or more.
Choose and tap X vampires. Deal X damage to a vampire controlled by your prey or predator. If the chosen vampire goes to torpor, this vampire gains the torpored minion's title. If the torpor minion was a Justicar this minion becomes a Priscus. If the torpor minion was an Inner Circle this minion becomes a Cardinal.

That first one should require just a titled sabbat vampire. There is no reason why Regents can't use it, and bishop is just the same thing as archbishop lorewise, only difference between them is that bishops control smaller cities.

nitpick : they can. Regent count as cardinal to play cards.

This is quite confusing...

what about Magaji titles? What about independent titles? Does title transfer cause the change in sects? What about traits needed for certain titles (Barons)?

Also, what happens to original titles? Are they lost or are they now being contested (in case of princes and archbishops)?

Also, is it mandatory to take a title?
