Action
[pot]
Enter combat with a titled minion controlled by your prey. If this minion successfully deals more damage than the opposing minion in this combat, then put this card on the acting vampire. The vampire with this card may burn it to force a vampire controlled by your prey to abstain during a referendum.
[POT]As above, but you may choose any minion.

However, I do like this card idea if it is Potence-only. It smells a little like Deep Song, but with a different angle. However, I'd suggest following changes:
Forceful Submission
Action
[pot] Do not replace until the action ends. Enter combat with a titled minion as a D action. If this minion successfully deals more damage than the opposing minion in this combat, then put this card on the opposing vampire. You still control this card. You can burn this card to force the vampire with this card to abstain during a referendum.
[POT] As above, but you may change this vampire votes instead.

putting that on the opposing vampire is kind of boring : hopefully, if you rush with a pot/POT vampire, odds are he will end up to torpor. I think you make the card even more cornercase...

Also, its tedious to keep track of how much damage is done per round by the end of a combat. Think of signpost crows trap , factor in prevention and hitback... most of the time you just know via generwl idea, but combat on combat would make things tedious.
And, as mentioned, cornercase as it gets without being eyes of the dead.
Now, if a reaction that worked sort of like sirens lure were made for pot pre, and made a referendum stop before votes are cast but after terms were named, and allowed the victor to stop the vote or take control of it, it would be more useful, or at least playable, and still not broken.
