The wording is meant to mimic Black Throne.
So the person cashing in, will only ever be the person getting the contracts.
For an example:
Meth A controls Smudge, Meth B controls Tariq. Tariq is nominated for a contract on Smudge.
If Zayyat obliterates Smudge in some combat maelstrom of Pot, Pro, For, Cel... then Tariq gets nothing and cannot gain from "Pay for the Best"
HOWEVER, if Tariq rushed Smudge and made him into his name-sake, then you can tap the card. If Tariq banished Smudge, then I don't mind them gaining pool.

I think you have your fatty titlez gangrel from AE crossed. Xavier has pot cel. Zayyat has qui tha aus.
In order to not be able to have another methuselah cash in, it needs to be "whenever a minion with a contract leaves the ready region while a minion you control is acting, blocking, or in combat who is chosen for that contract, you may tap tbis card..."
Now, i like it still giving you pool if they get golconda , andd i think them dyimg to a card like judgement cam seg or khobar tower or recalled to the founder would be neat if it triggered as well, since dead is dead, ans maybe the killer you contril is that good.....(justicar tegyrious playing j:cs to make the death happen?)
So maybe "if the minion with a contract is burned and its not during a minion phase, or ifcyou control the minion who is chosen for the contract who is burning that minion...."
Clunky, but stops Morlok from cashing in on tariqs kill.....

How about a combat card / action modifier / reaction card playable when a minion with a contract is burnt / sent to torpor: The controller of the minion no longer ready burns 3 pool (only playable once each combat. 0 cost. Assamite restriction. Stacks well with fame...

A transient card would be much cleaner than a permanent, but combat generally already uses quite a few cards, so the desire for a permanent is understandable.
Of course, a transient card may be more desirable in that having to stack two, three, four copies of a permanent master in your deck is a bit annoying. Either you only go for one or two, but then - on average - it comes out way down your deck, or you end up drawing useless extra copies.
If it does go for a permanent, though, a master may not be the right choice, depending on whether you see people using Clandestine Contract (an action), or cards like Haqim's Law (a master) or whatever. Add in your usual master cards (Villein, Dreams, whatever) and master jam gets nasty. So an action that went into play might be nicer - it depends what you want to help, I guess.
An additional option on a transient card might be some sort of built-in recycling, akin to Roll or Steely Tenacity. Draw it back into your hand. Put it back in your library. (Optionally!) That sort of thing.

Agreed, recursion would be good — how about "You mat shuffle this card into your library after use." ?
In terms of flexibility, having it a combo Action Modifier / Combat / Reaction card would open up some options. As a reaction card you could play it to when someone us dunks the minion and "claim" you completed the contract etc...
