Library card submission:
Dark Horse
Cost: 4 pool
Master. Trifle.
Move 4 blood from the blood bank to a untitled vampire with a capacity above 8 in your uncontrolled region.
How does this card address a compelling game need?:
There are a lot of untitled bigcap vampires that never see play. Might be a boost for anarch-decks also.
Not sure if this is too weak or too strong though. Ideas?

Sabbat. If this vampire's bleed is successful, he laughs manicly and untaps.

I'd suggest making it a non-trifle master card for 2 pool cost. I cannot understate how such trifle would empower some of my decks, who don not give sh*t about titles!

It is a horribly disbalanced card!
i might suggest that this followed by zillah's valley would yield turn ONE with one transfer :
Oliver Thrace
Gillaume Giovanni
Izhim Abd Azrael
Gerald Windham
Gotsdam, Tired warrior
Going second (two transfers)
Cybelle (GASP)
Goratrix
Huitzilopochtli
Karsh (to be merged later, if needed)
Nergal (double gasp)
Ayo Igoli
Thucimia
Going third (3 transfers)
Enkidu
Saulot
Lucian the perfect (triple gasp)
Now do you seriously think that card that allows these vampires to pop up TURN ONE, before you even started to influence your dudes out is balanced and good for the game?
And i am sure i missed someone, this is off the top of my head.
So, back to the drawing board ...

Sabbat.Black Hand Shakar: Lech loathe ranged weapons. Once each action, he may burn 1 blood to become Camarilla Prince of Krakow until the end of the action.

You don't need zillah's valley, Pendragon. Just two of those.

I'd expect the card to be used to get out good vampires, of the sort Pendargon lists. While, obviously, there are quite a few crappy big cap vampires of the type you hit with this card, there are quite a few decent vampires.
More generally, I don't think the reason that the poor vampires aren't played is that they're slow to get out. It's more that they're poor vampires. It'd probably make a few of the borderline ones better but if you've got a crappy 10 cap vampire out a turn early, you've still paid 10 pool for a crappy 10 cap vampire. And yeah, you get to take an extra action with the 10 cap vampire or whatever, but if you'd played a better vampire you might well do better overall. For example, you'd rather have that 9 cap Prince who can call Parity Shift, or the 9 cap Archbishop who can play Eternal Vigilance, or whatever. The better quality of abilities could potentially make up the one turn deficit fairly quickly.

Another thing I thought about was that the card could be stuck on the vamp after played, and be unique. But that is kind of bad, so it could give tha vamp a perk, +1 bleed or something like that.

Why so upset? Easy fix: "Only one Dark Horse can be played each turn." (I think that would be enough)So, back to the drawing board ...
