Pdf was updated, I guess no symbol is missing (except the spheres, but i don't know if it's good to add 9 new symbols).

I really doubt this agenda will do anything significant to weenie rush decks. just give them another option around how to be built. it's all extra moving parts, which as we've all seen when playing means things can and will go wrong.
But the best point made is to play it and see.
edit: and on the pdf the paradox symbol is very hard to see unless really zoomed in. it might need to be simplified, or go inside a shape (hexagon? squares are for disciplines, circles are for virtues...so it'd have to be something else) or have it's internal bits set as white instead of clear or something. :/ but it's a cool symbol.
edit2: this might be simpler and be more distinct on a card? www.optical-illusion-pictures.com/images/icon4.jpg it'd be it's own shape not used before in vtes as far as i can recall at the moment.

Ankha-vcm.exe doesn't seem to do anything.
(Other than open up a DOS window and disappear.)
What are the usage instructions/expectations?

If you run it from a cmd shell, you get a pretty clear explanation:
