Too inefficient, not too efficient, I suppose ?
That being said, I am unconvinced of a need for primogens and bishop to go anarch very easily.
In fact, given what anarch are in the RPG, big vampires and titled vampire go off way too easily. Anarch are all about small fry assembling together, not about Petaniqua and Villon deciding suddenly that they feel apolitical.

Therible treat necromancy, but I just have to highlight two very seldom played cards that let you do what your card does. Without the gain blood effect.
in to the fire: turn non-sabbat to sabbat
out of the frying pan: turn a sabbat into camarilla
Playing these turns your title innert and allows you to go anarch.

The problem as I see it is that Anarch Secession is too narrow. It is still good if you want your prince to become a baron right away, but what if you just have a bunch of guys, some with titles and some without, that have the right discipline and/or clan to make an anarch deck?
