Why this card?
-works on titled or untitled vampires


That's just an explanation of what the card does. It doesn't say why this is a good thing. Anarchs in V:TES have a distinct theme to them regarding untitled vampires. It's not supposed to be trivial for titled vampires to become anarchs.

Galaric's Legacy is terrible, so I don't have any problem with a card that wallpapers it. And this card is more restricted to Life in the City, since it can only be used on anarchs. The only part that seems completely "overpowered" to me is the ability to turn titled vampires anarchs. Restrict the first part to non-titled vampires.

No, I don't think that is a good idea. There is no good reason why a vampire should not be able to surrender their title and become anarch. It may be thematically somewhat suspect, but mechanically it helps make anarchs significantly better to allow titled anarchs to more easily become anarchs.

How many primogen would be much better anarchs?

Yeah bishops too but not princes and archbishops. So I would probably fine with having it work for primogen, bishops and 1 vote vampires but not the rest. But I don't love the mechanic of the card.

They already can, it just requires additional effort - that is, including Anarch Secession. It's at +1 stealth, free, and hard to block.

The problem as I see it is that Anarch Secession is too narrow. It is still good if you want your prince to become a baron right away, but what if you just have a bunch of guys, some with titles and some without, that have the right discipline and/or clan to make an anarch deck? I think that the cards and rules of the game make it too efficient for that to work in an even semi-competitive deck.
