To make this clear, when playtesting, we were never told what the rarity of any given card was. We playtested the cards under the assumption that every player of the game could obtain an infinite number of copies of every card in every set. Rarity was never even considered as a balancing factor.

This is normal in playtesting all CCGs I've playtested, even the ones where the power cards end up being ultrarares, promos, or whatever. It can be quite jarring to go from playtesting a deck full of chase cards to trying to rebuild it when the real cards get printed.
