Actually adding one (1) Imbued related card to every expansion would be a solid idea.
The current cardbase for them is so preciously small that you see only the few staple cards. Slowly adding new stuff might be a way to make remainder of them more playable too. And slow pace would ensure that it would be mighty difficult to break anything with the new cards.

Overkill is highly underrated. You know, like in computor games and such.

For me, the vekn sets should have the goals to make more deck concepts viable and more cards from the current pool playable. For the imbued, there are 39 legal cards in NoR, and for the moment, I see max 10 of them playable in competetive decks.
Same with Laibon, there are many cards/decks that are almost playable at a tournament level, and a few vekn-cards could give them the push that they need.

And we could bring in the Ashirra sect, and the Andu clan!
I'd actually really like the Ashirra sect, that'd be awesome. With Ashirra and greater Laibon support you could finally expand several clans that are currently drowning in a sea of the big seven with their antitribu counterparts.
You could even backwards expand! Fill in g1 and g2 for sect clans not represented during those times. Even go into negative numbers!
(OK, maybe that last one is too much. But think of the Dark Ages...
)
