This question might have been previously asked, but i have not been successful in locating the thread.

Does the action/effect of Descent into Darkness count against the number of transfers you have during your influence phase?

Descent into Darkness
Type: Action
Discipline: Obtenebration
Cost: 1 blood
+1 stealth action.
[obt] Turn the acting vampire and any cards on him or her face down, out of play (breaking any temporary control effects). Put this card on him or her (in play). During your influence phase, move 2 blood to this face down vampire from the blood bank, and you can choose to burn this card to return the vampire to play, tapped.
[OBT] As above, but the vampire is untapped when he or she returns to play.

VTES is not for the faint of heart...especially when you don't have a enough blood.

Similarly, tapping an Art Museum does not use up a transfer.
Master: unique location.
During your influence phase, you may tap this card to move 1 blood from the blood bank to a Toreador in your uncontrolled region.

Correct. You don't have to have transfers (say you've spent all of them, or you didn't pay for Leandro's ability) to be able to use "During your influence phase" effects.

Yeah, i was looking at a form of pool gain.

It seems my question has been answered.

Correct. The vampire is out of play, not in your uncontrolled region (can't spend transfers to move blood to or from him, can't be Brainwashed or Lazarus Dobrescu'd.
