Minion phase: Descent into Darkness at

You only get two Orun out of it (and also two Aye), and you could have played one of those Orun instead of the Static Virtue. And note that you must get the Aye too - they're not optional.
If you're only using the Orun, and only using them for the bleed, it's not generally the strongest move in the world. Bleed now and bleed next turn will often be more useful than bleed for two more next turn if you're playing quite a few Orun and Brutal Influence anyway, with bleed support.
It's not unplayable, by any means, but it's not all that powerful.
It's also worth remembering that one Orun burns when you successfully bleed for more than two.

				It's not powerful to use Brutal Influence at basic strictly. But that's not the combo.
The combo is resetting the state so that Static Virtue has a second chance at the target.
So yeah, it's fine. Just figure out what you need that much Aye/Orun for and plan out OBT minions (or even better, Obtenebration masters) as an alternate to pull off Static Virtue.
In your example, you could run Iniko as so. Drop any Discipline Master on him (10 cap), wait until you get your Static Virtue, Descent, ascend, Static Virtue up 3 Aye-3Orun. Now he's a minion with +1 vote and a perma"wake" in reserve. Then go have fun.
EDIT: Now that I think about it, this is pretty sweet with Brutal Influence at Superior, considering you can Static Virtue more than once. It'd be a fast way to gain 6-6 or 9-9 Aye-Orun. Brutal Influencing only starts to be more interesting than Govern the Unaligned once its beyond 3 Orun. So getting to influence down 6 or 9 relatively quickly is sorta frightening. But it's also comboriffic, too. Still a frightening bloat engine if it goes off, but takes around 18-24 card slots for setup.
