It's unfortunate that the world is this way, but even if 99% of players have only good intentions when trying to research cards via a mobile device, there will be that 1% who will do it to waste time.

It should be prohibited completely except by judges who are researching for a particular situation in a game. Hard and fast rule makes it fair for all.

Why make new rules to cover situations already prohibited by current rules?

Allow me to rephrase...

Judges should use their discretion to prohibit it completely unless they are researching...

No new rule needed, but advice to judges is not let it happen on your watch because it will cause problems at some point.

As I continue to state on VEKN.net when these hypothetical absolutes appear:

I've judged near a thousand tables now in over a hundred tournaments, in multiple states and even in another country, and I've never once encountered a situation regarding [EXAMPLE MENTIONED IN THIS THREAD] and any kind of bad behavior. So, either I'm continually not encountering [EXAMPLE MENTIONED IN THIS THREAD] that y'all are so sure must mathematically exist, or everyone in my tournaments behaves themselves based on the sole authority -- me -- and that authority's attitude.

Jeff Kuta is not saying a new rule is needed.

"Problems" doesn't have to mean "stalling", "Unsporstmanlike conduct", or something else against the rules.

I was thinking about the game state discussions recently. Specifically, that it is everybody's responsibility to make sure every other player is aware of gamestate. If a player is on his phone looking things up while the game is going, doesn't this present a problem related to his awareness of game state and thus a problem for everyone else.

I don't know. It just seems stupid to be on the phone during a game while it is going. Am I wrong? Isn't this part of what the judge can do for the players? I have asked more than once about cards that I'm unsure when to play or what ruling exists for that card.

No, but that stupidity doesn't rise to the level -- and never has, ime -- to warrant the statements that Jeff is making.

Do what, exactly? Outlaw/prohibit something that isn't a problem?
