Easiest way would be if Carrion Crows and other environmental damage cards would have said "opposing minion takes 1ER damage". E meaning environmental damage. Then just add rule book: E = environmental damage is normal damage but it is not never counted to caused by a minion.

EDIT
For me it would had make sense also that combat doesn't have range until after Determine Range step is over or skipped. Nobody can realize Outside Hourglass + Disarm shennanigans just by reading rule book.
