I always advise my new players to avoid making definitive statements until the last moment.

In your DI & Parity Shift scenario, I'd advocate two things:
1) Never say you 'can't', always say 'I choose not to'
2) Explicitly ask if someone is going to do XYZ

For political actions, players should always negotiate before declaring blocks. Sure, it may result in you getting the odd vote directed against you after the "declare blocks" part ends... but it also allows you to call them "Dirty Stinkin' Deal Breakers" if they shaft you afterwards.

So Impulse is easy to remember.
You can only pass impulse after you've done your complete "As Announced" or "As Declared" things happen.

Your Scenario A:
X plays a Parity Shift.
(X plays no other "As announced" cards)
X now asks the table if there is anything happening before block attempts.
[Negotiations happen here, any DIs are played here]
Action is blocked/unblocked and the rest of it continues from there.

Your Scenario B (should be...):
X plays a Parity Shift
Before replacing the card they also play Seduction (since it is "As Announced")
X now asks the table if there is anything happening before block attempts.
[Negotiations happen here, any DIs are played here choosing either the Parity Shift or DI]
Action is blocked/unblocked and the rest continues from there.


Wait a minute. Several things here:
I'm not talking about strategy or best practices. I'm concerned with 0 or 1 rules questions and answers.
Secondly, you do replace the Parity Shift and you can even use the replaced card, if it is a Seduction, on that window.
Between both cards there is the chance that someone might DI the :political: .
But if not, you can proceed do use Seduction.
Then people should have the chance to DI the Seduction.

Right now (without any changes in the rules):
Scenario A:
I play Parity Shift.
I ask all players if anyone wants to DI.
All say no.
Before blocks, people talk and negotiation ensues.
If any other player, dislikes the way the conversation is going, can he still play DI (assuming no other cards or effects were used)?

No. That's what "passing" means ( Rulebook 1.6.1.5 )

Scenario B:
I play Parity Shift.
I ask all players if anyone wants to DI.
All say no.
I play Seduction.
People can only DI the Seduction, right?

Yes. ( Rulebook 1.6.1.5 )

Can't DI at that moment any more. The action card can only be DI'd as it is played (Direct Intervention's cardtext).

So Impulse is easy to remember.

Well, it's not exactly that.
You play your action card and announce terms. This is the "as played" window, which ends when your predator passes. This is the only window open where cards that read "only usable as action card is played" are usable.
Then, you tap your vampire and replace the card.
Then, you enter the "as announced" window, where you can play Seduction et al. This window ends when your predator passes.
Then, it's the usual "block attempts" window, where you play the usual Conditionings, Telepathic Misdirection, and declare block attempts. Thiw window ends when your predator passes.
Then, there's there "before resolution" window, when you declare "Ah, so you're not blocking... Take that Conditioning too." And where they can play Deflection, Archon Investigation, ... This window ends when your predator passes.
And we finally reach the resolution.

It isn't that straitforward. This was the longer version of what is written in the Complete Rules Reference, (IV.A) .

X should ask if someone DI's the card as it is played, before considering playing "as announced" cards.

[Negotiations happen here, any DIs are played here choosing either the Parity Shift or DI]
Action is blocked/unblocked and the rest continues from there.

Seduction is played after the DI on Parity Shift could be played, and after Parity Shift was replaced ( Complete Rules Reference, (IV.A) ).
