- Controller of Vampire A passes impulse
- Vampire B plays Weather Control
- Vampire A plays Alpha Glint
- Game moves to "end of round" step
- Controller of Vampire A passes impulse

Can the controller of Vampire B now resolve the effect of the Weather Control from earlier?

What is this is the second round of combat and controller of Vampire B has a Wether Control effect from the first round?
