It's very easy to make restricted cards/ machanics pool events basing of expansions, f.e. only 3rd edtion and Keepers of Tradition cards allowed.

No. I don't really feel that there is a need for such simplified format. Simply put, right now most players are veterans and don't need it and there is not enough new players to justify it. But you've asked for ideas so here it is. Still there may be some playgroups that could use it.

Why do you think it's easy, then?

Maybe because it works in MTG and other card games? I certainly don´t think VTES players are less skilled in keeping order on whats allowed in a deck than other card game players. (Although I don´t think this is a good idea, mainly because most playworthy cards are actually already reprinted in late sets. It doesn´t make much difference if for example Beyond Reproach or Arcanum Investigator wouldn´t be allowed in a new format.)
