Yeah, most of these are solid. But I guess its copyrighted stuffJeff Kuta 'fixed' the Group 1 vampires with the Create-A-Clan rules.

A copyright attached to a creation (IP) (program, art, source code, fiction, playing cards, etc.) doesn't automatically mean it cannot be used by others or cannot be included elsewhere.
E.g., maybe you should re-read what a creative commons license really means.

I think that is a common misconception. There are various types of copyrights. There are those that are very rigid (normally used by companies), and those that are generally more fluid (normally used by creators who put things online to be used by the public).

Removing the word "reacting" from the text does not change that it is a reaction card, and therefore can only be used by a reacting vampire.
Dread Gaze is fine the way it is. If you want it to see more play then perhaps allowing it to be used by a tapped vampire would make it more playable.
If you want it to be usable as a modifier OR a reaction, then make a new card.
Independent Futurist. Contrarian (titled, X votes where X is the number of votes as the acting minion.) Target Vitals is always the better combat card.
