POT: As above, and if this minion is ready at the end of the action and the opposing minion is not, this acting minion may untap. A minion may only play one Speed Bump at POT each turn.

Interesting.

Great for osebo. Bleed, get blocked by a minion with 2 blood. Crocs tongue. Blocker pays. Speed bump. Action is unblocked, and if it succeeds, osebo may untap.

Unsure of overall power level though.

I take from the current wording, that the action is blocked (fizzles), but combat does not start, due to one of the vampires being uneligible (chillaxing in torpor) for combat. You would still untap, but would not be able to bleed anyways. Still solid, but not too OPed, enforcing bruise-bleeders, who ain't Tier 1 anyways most of the time.

Domain of Evernight vs. Dawn Operation. First one gives options to you, second one gives options to your enemies. One is great, the other is absolutely terrible.

Any attempt to help bruise & bleed needs to somehow recognize this fundamental problem.
