The merge being anti-combat still feels weird to me. Perhaps something along the lines of:
Once per turn, if Ur-Shulgi is blocked and, at the end of the resulting combat, he is ready and his opponent is not, continue the action as if unblocked.
Or something similar, such as untapping him, giving him a temporary bonus or something.

Having anti-combat options is not a bad thing even for a vampire who you'd want to be a super-combat-badass. Earth Melds are great in Enkidu decks after all.
The merged ability (combat ends and untap) is actually quite powerful with a deck heavy on psyches (where you see combat avoidance I see cheap untap

It's not Earth Meld... it's Form of Mist for a Celerity card rather than 1 blood. I mean seriously... if Ur Shulgi wants to fight, he'll fight, but if he can't be stuffed dealing with you... he's GOOOOOONE.
