Still thinking about it...
- on one hand when comparing to shilmulo tarot, i think i saw at most one with 4 or 5 cards under it...
I could fix some issues we met by adjusting the capuchin agenda to look more like a copy paste of the shilmulo tarot but as a master... it kinda lose some of his originality though...
- on the other i m thinking about "hand jams" in general and specially the ones related to the harbingers: most of them plays walls and consequently have plenty of intercept, wake and prevent cards... and finally most of the kills are trochomancy, brinkmanship/constant revolution or smiling jack...
a master under the agenda would be safe for later use and not jamming the hand... or if in the hand would be discarded if a copy is safe...
intercept would be used almost only if another wake is safe under the agenda ...
(Sorry finishing my day of work so i m not very clear, i will rework this post later)

Worse case scenario this gets played turn 3 (assuming two turns to get vamp out) which means at most it could gain 8 - 10 cards as most games last 12 - 13 rounds. Assuming cards are not used.
Providing it's unique and given the clan; this is not completely game breaking — however it would provided extraordinary defence late game.
Perhaps you could have a clause that says something like:
Burn this card if it has X cards on it.
This would encourage card use and prevent it stacking too much.

As a master, I'd be comparing not with Shilmulo Tarot so much as Visit from the Capuchin . And as a master with a clan requirement, for a Bloodlines clan, that builds up over time rather than giving you +4 at once, I think most of the suggested variations are pretty reasonable.

During your untap, move the top of your library face down under the capuchin secret agenda if there is less cards under it that the number of methuselah currently playing. You can look at these cards at any time. You can play these cards if it was in your hand except that you don t draw replacement for the cards played that way.
New test:
- i added the "unique location" mention
- i capped the number of cards to the number of methuselahs still playing the game. (So it could go up to 5 max and this max will decrease as there will be less and less players)
- i changed "you and harbinger" to "you" in order to not penalize mixed crypt

How about adding:
Any vampire can take a
stealth action to burn all cards on Capuchin Agenda.
In which case you can also remove the cap, risk/benefit seems to balance out.
