Well, Ennoia's Theater which is either +1 hand size for turn or +1 transfer is free and unburnable. To be fair, the card is better than this proposed card.

I'd rather it was made a location than had a built-in burn or steal. Possibly with a "Burn all the cards on this card if its controller changes" clause, though, to make tracking whose cards are where much less annoying.
Bitter and Sweet Story is only barely burnable, and has a lot of potential.

Ennoia's Theater is a location, can be burned, stolen AND it's effect is temporary, albeit periodic.
And imo., this proposed card is way better, it avoids all hand techs like random discarding, viewing and raptors. Some limitations and removal options are required.

Ennoia's Theater is a location, can be burned, stolen AND it's effect is temporary, albeit periodic.
And imo., this proposed card is way better, it avoids all hand techs like random discarding, viewing and raptors. Some limitations and removal options are required.

On the maximum number of cards under: I intentionnally put none as i was thinking that usually people usually do not play in fact much turns in a game: usually 2 first rounds you almost only influence and with some luck at the end of the 2nd turn you control a harbinger of skulls.
3rd round (in general) you can play the capuchin secret agenda... which becomes effective only on turn 4...
I think (but i may be wrong) that usually a normal turn (not a una s one) after the third takes usually 3 min (master, actions attempts, block attempts, influence, discard).
3 min x 5 players = 15 min.
so approximatively 8 cards put apart maximum in a game (if a draw and no eliminiation) let s say 10 to 12 if one dead, 12 to 15 if 2 and so on...
I kinda agree with greyb on one point: i shall turn it too into a location: as a way to provide means to affect it once in play... like are the storage annex or the elder library for example... to put a way to steal it or destroy it like ercyries fragment or fragment of nod is another possibillity but i do not like it as the harbringer need good cards and like ennoia theater or twisted forest i don t see why it should be more easily destroyed...

The thing about that sort of thing is, seeing a large number of cards at once is potentially exponentially better than seeing the same number of cards drip by drip (e.g. with Elder Library, Dreams, Fragment or whatever).
Late in the game, three players left, and you've let 7 or 8 cards build up on it - let's say you now have an effective hand size of 15. That's an awful lot of cards to see and be able to play at once. You can potentially see a very long chain of your whole turn, with Pentex Subversion, action, action modifiers etc., potentially across three or four actions. You may be able to plan the 'perfect' turn, swoop in and smash people really, really hard.
I'm not 100% convinced that that would happen often enough, or effectively enough, to warrant a harsh reduction in power - which, to my mind, caps around 3 or a built-in burn would be. But I would want a playtester or three to try to abuse the crap out of it.
