I'd say no.
Analogously, I'd say that Phillipe Rigaud ("When any older vampires are in torpor that Phillipe may diablerize, he must attempt a diablerie action (unless he must hunt).") cannot perform the diablerie action against Hazimel, if Phillipe is on 1 blood. ("Other Methuselahs' non-Ravnos vampires must burn 2 blood to attempt an action that targets Hazimel or a card or counter on him.") (And so is stuck? That "may diablerize" clause is tricksy . 				I would probably rule it that the vampires votes don't change then.
On another topic, I rather like that new vote, especially since it gives voters without presence a way to gain blood, which is very nice. Tzmisce, !Ventrue, !Malks, and !Nossies will benefit from that the most, as most Lasombra voters have presence anyway.

James: I'd be reading the "may" as a condition of targeting and not a condition of 'choice'. If there exists a target, then he must attempt diablerie. So he can do anything he wants if he cannot target any of the vampires in torpor (i.e. Carver's Meat Packing, Secure Haven played after landing in torpor, Hazimel, etc)
