Rulebook: Potentially misleading and oddly placed passages
Advanced rules inserts.
⇒ Rename them to "Detailed rules" insert instead (or something similar).
While inserts are useful for clarity and readability, the use of "Advanced rules" as a title is misleading for new players. A recurring question from new players is "so do you use the advanced rules when you play or just the basic rules?".
Full agree regarding the boxes, maybe a general restructure could be considered. At the moment, the boxes often include general information. Perhaps some of these could be explained elsewhere so the boxes could function rather as a reminder instead of an explanation. This could help readers to follow along. Maybe like this (with text between the passages)?
Some of the cards in the game represent unique resources, such as specific locations, equipment, or people. These cards will be identified as “unique” in their card text. In addition, all crypt cards represent unique minions.
If more than one unique card with the same name is brought into play, that means control of the card is being contested. For the duration of the contest, all of the contested cards are turned face down and are out of play. If another unique card with the same name is brought into play, it is immediately contested and turned face down as well.
If all other cards contesting your unique card are yielded, then the card is unlocked and turned face up during your next unlock phase, ending the contest.
Contested Titles
Some titles are unique. While the title is being contested, the vampires involved in the contest are treated as if they have no title, but they remain controlled and may act and block as normal.
If all other vampires contesting a title with your vampire have yielded the contest, then your vampire acquires the title during your next unlock phase, ending the contest.
Primogen is a non-unique title.
Only one vampire can govern a particular city. If more than one vampire in play claims the same city, then the titles are contested (e.g. Horst von Brühl, Camarilla prince, and Aline Gädecke, Anarch Baron, both claim the city of Mannheim, thus the titles are contested).
Justicar is a title unique for a specific clan (e.g. Camarilla Banu Haqim Justicar).
At the beginning of your unlock phase, you must unlock all of your cards.
Any cards or effects that require or allow you to do something during your unlock phase take effect after you have unlocked your cards. You may choose the order in which these effects take place. Along with effects generated by cards, there are other effects that are resolved during the unlock phase:
• If you have the Edge, you may gain 1 pool from the blood bank.
• If cards you control or any titles are contested, you can either yield or pay the cost to keep contesting.
The cost to contest a card is 1 pool. A yielded card is burned. Any cards or counters stacked on the yielded card are also burned.
The cost to contest a title is 1 blood, which is paid by the vampire. If they have no blood to pay the constest or are in torpor, they have to yield.
Yielding the title will result in the vampire having no title and losing the benefits of the title for the remainder of the game

now that the new Salubri have dropped, I feel like the scarce rule should be amended to burning pool for only other scarce members of the clan.
As far as I know, there is no clan with a mix of scarce and non-scarce vampires....is the change proposed to enable eg Embrace type vampires to not increase the scarce cost for the "regular" vampires?
Scarce: When a Methuselah moves a scarce vampire from their uncontrolled region to their ready region during their influence phase, they must burn 3 pool for each vampire of the same clan they already control.

From the BCP Salubri preview:
V5 Salubri are not Scarce. It might also add design space to allow "Scarce" to effectively be used as a tax on more powerful vampires. The rule could easily be updated to read

Question is if the scarce tax in its current form was balanced with embrace and the likes in mind as at the time there were no mix of scarce and non-scarce vampires of the same clans.

Unfortunately they didn't send it to me to be proofread. I'm pretty sure I would've caught at least some of the problematic spots and generally it would've been improved.
My CURRENT suggestion is that WELL BEFORE the release of the NEXT version of the rulebook BCP post the rulebook online and unleash us, the 1000 vampiric monkeys with keyboards, on it.
I'm pretty confident that this way more or less no typos or omissions will make it to the final product.
(The other way to do it is have a small and exclusive group do the same and then release it. AFTER which it'll be scrutinized by the same said 1000 vampiric monkeys with keyboards and some of those monkeys WILL find problematic spots. So why not do it BEFORE the publication...?)
Also pondering:
Does it need to be printed at all? Finetuning / updating just online rulebook would be so much easier...
