Justicar Retribution

I am curious abut the card Justicar Retribution. How does that card work and when do you play it? It just seems the bleed action would resolve before you call a vote.

You call the vote. (if the vote passes)Any vampire with bleed of 3 or more is burned. An IC with +2 bleed, a vamp with superior Heart of the City, or any vampire that bleeds for three by just declaring the bleed. I think a vampire like Francios Villon, who has +1 bleed, with a camera phone would not qualify. (This is how I understans it, others will let me know if I am incorrect I'm sure.)

Its also errata-ed. (If you have a old copy). Can only be played by a camarilla vampire.

The check is easy:

If Minion X would declare a basic cardless bleed would that be for 3+ on their prey? (e.g. Camera Phone is an action, Laptop is not)

Justicar Retribution would potentially ping Constanza Vinti as the predator of a Ventrue Deck and so on. Those conditional bleeds can be a factor.

I am not sure about this example: I thought she would get her +2 bleed only when actually bleeding a prey with a Ventrue ...
