Action Modifiers that can be played by minions other than the acting minion (Hidden Lurker, Mask of a Thousand Faces, superior Cloak the Gathering) can only be played by the controller of the acting minion. [LSJ 19990425]

All said cards above then should have their card text updated to remove redundant rules and to ensure horizontal consistency with other Action Modifiers(Seraph's Second) since it has been ruled who can play them and the rulebook clarified.
